in Lithuania
Lithuania is another popular jurisdiction for obtainment of Electronic Money Institution (EMI) licences. Currently the Bank of Lithuania has issued 96 EMI licences.
A considerable advantage of a Lithuanian EMI licence is the possibility to connect to CENTROlink as a local company. CENTROlink is the payment system operated by the Bank of Lithuania, providing the gateway to the Single Euro Payments Area (SEPA). Currently applications for non-Lithuanian companies are halted.
Timeframe for obtainment of the licence: up to 6-8 months

Depending on your needs S4Compliance will provide you with all or several of the below listed services:
1. Company registration

Temporary account opening for the payment of the authorised share capital;

Preparation and submission of the application for the registration of the company with the
Register of Enterprises; -
Registered address (without physical acceptance of mail).

2. Obtainment of the licence - 1st stage

Initial communication and preparation of information for meetings with the Bank of Lithuania. Please note that the Bank of Lithuania will hold a pre-approval/pre-application meeting with the representatives of the company;

Preparation of the application for submission with the Bank of Lithuania;

Preparation of all documents that have to accompany the application incl. programme of operations, business plan, description of measures taken (to be taken) for safeguarding consumer funds, description of governance arrangements and internal control mechanisms, description of the structural organisation and other.

Communication with the Bank of Lithuania with respect to any issues/uncertainties;

Amendments to the documents in accordance with the client's comments.
3. Obtainment of the licence - 2nd stage

Submission of the application with the Bank of Lithuania;

Assistance with any follow-up questions from the Bank of Lithuania;

Amendments to the documents in accordance with the comments of the Bank of Lithuania, if necessary.

NB: The founder(s) of an EMI must undergo an investor screening procedure with the CCSSO; this is a separate process from the licence obtainment process.
